Zelensky stated the condition for negotiations with the Russian Federation, 'recognition of Crimea as Russian' and a meeting with Trump in the Vatican.

President of Ukraine Volodymyr Zelensky stated during a briefing on April 22, 2025, that Crimea is Ukrainian territory and will never be recognized as occupied by Russia. Zelensky emphasized that this contradicts the Constitution of Ukraine and confirmed that Crimea cannot be taken away. He also noted that before the start of any negotiations with Russia, there must be an unconditional ceasefire.

'If we do not hit the energy sector - we do not strike back on the energy sector. If we do not use long-range weapons - long-range strikes do not happen. Only after an unconditional ceasefire is Ukraine ready for other steps,'
explained Zelensky.

Zelensky also stated that the USA will not be able to operate the Zaporizhzhia Nuclear Power Plant without the support of Ukraine, as Ukrainian technical personnel are needed for the station. He expressed hope that the joint project with the USA for the restoration of the power plant and the profit from electricity can be successful, but no official proposals have been received yet.

The president explained that the meeting in London will be dedicated only to those issues for which there is a mandate in the negotiating group. In particular, partial or complete ceasefire will be considered. Zelensky emphasized that only NATO countries have the right to decide on Ukraine's entry into the Alliance. The agreement with the USA regarding subsoil is at the stage of legal consultations, and the president expressed hope for the support of the White House. Zelensky also announced a series of international meetings with G20 countries and others, including with Donald Trump during his visit to the Vatican.
