Ukrainians abroad are being sought through the 'Reserve+': who is at risk.


Ukrainian men who left for abroad before the invasion may face issues with military registration in the 'Reserve+'.
A citizen reached out to the lawyer portal Юристи.ua and reported that a notification and a red ribbon 'Under registration' appeared in his profile.
According to experts, the red ribbon in the 'Reserve+' system may mean that the person is wanted. Information about such citizens is entered into the 'ARMOR' database - an automated system of the Ministry of Internal Affairs of Ukraine.
A lawyer explained that information about citizens is entered into the 'ARMOR' database after the Technical Center for Control over Weapons and Military Stock (ТЦКСП) contacts the police. Meanwhile, individuals who have committed administrative offenses may be detained and brought to the police.
Lawyer Vladyslav Derii explained that there are several reasons for receiving a notification about violations of military registration rules in the 'Reserve+' application. For example, technical problems or delays in updating data.
According to a resolution from the Cabinet of Ministers of Ukraine, a summons may be sent to a military service participant's registered address after 60 days allocated for clarifying registration data. If the military service participant updated their information after this period, the summons will be sent to the new address.
Regarding the possibility of resolving issues remotely, opinions among lawyers are divided. Experts recommend contacting 'Reserve+' technical support and sending a description of the problem, sending a letter to the TЦК requesting to remove the erroneous record of violation, or concluding an agreement with a lawyer and sending a lawyer's inquiry to TЦК.
TCU heads submit requests to the National Police for removal from the wanted list. Paying a fine does not exempt from the obligation to appear at TЦК, so heads prefer to leave the status as 'wanted.'
Lawyer Yaroslav Turchin advised sending a notification application about staying abroad to TЦК and attaching proof - copies of the pages of the foreign passport with stamps about crossing the border.
Failure to appear at TЦК is subject to administrative liability in the form of a fine ranging from UAH 17,000 to UAH 25,500.
