Ministry of Social Policy explained why TCCs don’t have access to data on disabled people
The Ministry of Social Policy of Ukraine revealed the reason for the lack of access of Territorial Recruitment Centers (TCCs) to data on persons with disabilities. According to the agency, the lack of funding complicated the automatic exchange of data between state registers.
This problem arose after the law on the digitalization of military accounting came into force, which was intended to transfer and update data on conscripts and reservists. Earlier, Katerina Chornogorenko, Deputy Minister of Defense for digitalization, reported on the successful exchange of data with other registers. However, the implementation of this agreement was delayed due to insufficient funding.
'The transfer of information from the databases of the Ministry of Social Policy to the Unified State Register of Conscripts, Military Obligated Persons, and Reservists is not being carried out.'
This situation contradicts the principle of 'data should run, not people'. Instead of automatically granting deferrals from mobilization, persons with disabilities and other citizens are obliged to personally contact the TCC and prove their status by standing in queues. This creates unequal conditions for different categories of citizens.
The Ministry of Defense continues to work on organizing information interaction with other government bodies and expanding the range of services. However, specific timelines for the implementation of these plans remain unknown.
