Free Dental Care for Soldiers: How the Program Works and Who Is Eligible for Services.


The Ministry of Health has reported that over 25,000 defenders have already benefited from free dental prosthetics and dental care since the beginning of 2025.
According to the Ministry of Health, 411 medical institutions that have signed contracts with the National Health Service of Ukraine (NHSU) are currently providing such services. This year, the state has already paid medical institutions 55 million hryvnias, and in total, since the beginning of the program, over 217.6 million hryvnias.
The program 'Dental Prosthetics for Certain Categories of Individuals Who Defended the Independence, Sovereignty, and Territorial Integrity of Ukraine' was launched by the Ministry of Health of Ukraine in collaboration with the NHSU in April 2024. Since then, 70,486 military personnel have already received these services.
Veterans (participants in hostilities), individuals with war-related disabilities who participated in defending the sovereignty and territorial integrity of Ukraine, as well as military personnel (participants in hostilities), can use the program. Service members who have not yet received a combatant's certificate can provide a certificate of participation in activities related to the defense of Ukraine, safeguarding public safety, and state interests in connection with Russia's military aggression against Ukraine.
To receive services, individuals must contact a medical institution that has a contract with the NHSU, submit a request, and present original documents: Ukrainian citizen passport, tax identification card, combatant's certificate, war disability certificate, and/or military ID for ordinary, sergeant, and senior staff.
Service members who are not on leave must also obtain a referral from their military unit commander before consulting a doctor for services.
For 2025, the program anticipates budget expenditures of nearly 750 million hryvnias.
